Roles in crisis

To effectively address crises, it requires a collective effort from government agencies, local authorities, businesses, communities, and residents. Crises pass most smoothly when we are prepared for them and know how to act.

Role of the resident

It is the resident's responsibility to do everything possible to cope in any situation. The guidelines on this page will help you prepare for and handle the most common crisis situations.

The larger the crisis, the longer it may take for assistance from local authorities or the government to reach you. Be prepared to manage independently for at least a week in an unexpected situation.

Role of the local government

In a crisis situation, the primary responsibility of local governments is to ensure the continuity of essential services, such as care homes, hospitals, schools, and nurseries. Local authorities also ensure the proper functioning of water supply, sewerage, and district heating, as well as the accessibility of local roads.

The local government activates a crisis committee, which provides guidance to residents and large-scale evacuations and the establishment and management of resilience centres.

During large-scale evacuations, the local government assists both departing residents and those arriving from other areas. To facilitate this, essential resources such as generators, water containers, and transport solutions are provided.

The role of the state

The role of the state is to ensure the availability of electricity, communication services, food, essential goods, fuel, and cash.
